What do teachers not have access to and why?

Teachers do not have access to school - wide settings such as creating or deleting classes, managing logins, or rolling the system forward at the end of the year. This is intentional - it keeps the teacher dashboard simple, focused on teaching and pupil progress, and avoids accidental changes that could affect the whole school.
